Could it be a case of fifth time lucky for developers?
Cupar Road and Largo Road, Leven, proposed housing site.
PLANS are afoot – yet again – to build around 100 houses on a Leven site with a notorious past.
Last night (Tuesday), Barratt East Homes met the public to discuss proposals to develop a five-hectare field bordering Cupar Road.
If approved, the residential scheme of family homes would be comparable in size to nearby Coldstream.
A spokesperson for Barratt East Scotland said: “We will be developing plans to create a fabulous development of new homes on the allocated site, which will help reverse the population decline experienced in the area.
“We are confident the design-led approach of this development will result in a fitting expansion to Leven, which will help contribute to Fife Council’s regeneration priorities in Levenmouth.”
In 2003, 220 Leven residents campaigned to stop mass development of ‘H7’ – comprising this field and two others stretching along Largo Road towards Blacketyside Farm.
All H7 parties eventually battled it out at a public enquiry which ruled the area’s great landscape value went against Fife Council’s principle of sustainable viability.
Proposals to build specifically on the Cupar Road field were last put forward by landowner Alexander Clark and Barratt Homes in 2008.
But hopes of building there only became realistic when the Mid-Fife Local Plan was adopted in January, allowing “circa 100” houses.
This represents the fifth attempt to develop the site.
Barratt told the Mail the proposed scheme would incorporate an element of affordable housing and assured it would not be a “concrete jungle”.
As well as planted boundaries, the development would include a central green swathe of public open space which linked it to the surrounding countryside.
The spokesperson added: “Detailed designs for the site will now be worked on, taking into consideration the comments gained from the public event.
“Barratt East Scotland is expecting to submit a planning application in early 2013 for the site.”
