RESIDENTS angered by the failure of a factoring company to maintain the open spaces in a private estate north of Chapel Level have seen work resume – but they still face problems with billing.
After the issue was highlighted in last week's Press, the Greenbelt Company contracted to maintain some of the open areas at the Holly Brae and Rowan Brae estates, cut grass in the area.
Forty attended Monday's surgery held by local councillors Neil Crooks and David Ross and raised a host of issues relating to the Greenbelt Company.
They claim they are being billed different amounts in different areas, ranging from £112 a year to £160, and some have received no bills at all.
New residents who have just moved in were shocked to receive bills backdated up to a year, and some flats in the area have another factoring fee for grounds maintenance, prompting residents to ask why they need to pay twice.
The councillors will meet with Fife Council, estate developer George Wimpey, and Greenbelt on Monday to try sort the mess out.
Cllr Crooks said: "Although the Greenbelt area has been cut, we need to ensure that residents will get a sustainable service to a level they expect.
''That may require the formation of a residents association in Hollybrae but in the meantime we need assurances and detail about what they get for their money."
Cllr Ross said: "The visual impact of the overgrown areas off Robert Adam Drive is a disgrace and is a direct result of failures between the developers and Fife Council. Over a year ago the verges were overgrown along Robert Adam Drive and eventually Wimpey got a contractor to maintain them. We expected discussions between Council officials and Wimpey to result in a final solution.
John Beveridge, head of customer services for the Greenbelt Company, said: "We have three different developments on the same area each will have been done by a different builder, to a different agreement.
''People in each phase are being billed differently. There will be other phases that are under construction. We only take over a phase when they are of a standard we can maintain. If they are not getting billed then the phase their home is in hasn't been handed over yet to us.
''The developer will be employing a contractor until they hand over to us.
"People may also have a carry over debt, and if they have owed money from previous years it would show on bills. We would only bill people from the time that they gave taken ownership of the property.
"If there is any problem with this we would encourage people to get in touch because it is either a mistake or they are not understanding the bills properly."
