Work to build a new St Andrews Bowling Club and 15 new flats has been stopped, as planning permission for the development has not yet been granted.
Aberdeen-based CAF Properties (SABC) Ltd has applied to Fife Council for permission to develop the site, and recently started work on the clubhouse - despite not having the necessary go-ahead.
The issue was raised at a recent meeting of St Andrews Community Council, when local councillor Brian Thomson assured community councillors that the work they had seen being carried out on site were “pre-development works”.
This week Councillor Thomson brought the situation up to date: “A local resident later advised planners and St Andrews councillors that concrete foundations were being laid. The works have now been stopped, pending resolution of the outstanding issues.
“I hope that the outstanding issues can be resolved as soon as possible - particularly as the facilities to be provided in the proposed new club look fantastic - but it’s not acceptable for developers to be commencing works without having the necessary planning approvals in place.”
Conditions attached to the draft planning permission have not yet been met and a legal agreement concerning financial arrangements has not yet been finalised.
