Affordable housing plan for Cupar Muir

PLANS are afoot for a new affordable housing development and nursing home in Cupar Muir.

The blueprint was unveiled this week by planning consultant Derek Scott, who is acting on behalf of landowner Neil Munro.

If approved, the proposals would see 19 affordable homes and a 52-bed nursing home built on land to the north east of Cupar Muir.

The site lies between Drum Road and Cupar Road and includes the former walled garden of Ferrymuir House.

Mr Scott said: “A study by Fife Council in 2010 identified a requirement for 505 affordable houses in the Cupar and Howe of Fife areas by 2018.

POPULATION

“As of 2012 only six affordable houses have been built, with another 30 on the way at West Port in Cupar.

“Recent government studies have projected that the population aged 75 and above in Fife will double over the next 25 years.”

An application for outline planning permission is to be submitted imminently, followed by a more detailed proposal if the first stage is successful.

Indicative blueprints show a mixture of two, three and four-bedroom properties, plus the nursing home and a large landscaped area to preserve the boundary between Cupar and Cupar Muir.

Discussions over the development are being carried out with Kingdom Housing Association and Abbotsford Care Ltd.

Abbotsford, which operates 10 care homes across Fife, says the Cupar Muir home would create around 50 full-time jobs.

DEMOLITION

It is expected that work on the entire project would take 12 to 18 months to complete and would involve the demolition of the garden walls.

Mr Scott added: “The walls are not in particularly good condition and I don’t personally think they contribute very positively to the character of the area.

“However, we do anticipate that there will be some concern locally over the demolition of the walls.”

Outline planning permission was previously granted for a ‘modest’ affordable housing development on the southern part of the site.
