Community takeover secures future of centre

THE future of the former Dunnikier OAP centre in Kirkcaldy has been safeguarded.
An application from the 4th Kirkcaldy Boys Brigade to take over the running of the centre has been approved.
A report outlining the group’s proposal went before Fife Council’s policy, finance and asset management committee in Glenrothes on Thursday. It recommended the group take over the Lauder Road facility and councillors backed the move.
A blueprint - which outlined the next steps in the scheme known as community ownership - went before a meeting of Kirkcaldy area committee in January. The Fife-wide scheme gave communities the chance to take over halls and centres.
Negotiations
At that stage a bid by the 4th Kirkcaldy Boys Brigade was being taken forward by the Council and further negotiations were to be held with the group.
In its application, the brigade indicated the centre would be used for regular meetings, training and a focal point for the organisation in Kirkcaldy, as well as being available to other community groups. The property could also be used for community events, functions or other requests.

Those interested in taking over ownership of facilities included in the community ownership scheme had to go through an in-depth process including providing detailed information on the group or organisation sauch as constitution, charitable status, financial records and business plan.
The applications received were then assessed by a panel and each application was scored on a range of different criteria.
As a final step in the process, a report went to the Council’s policy, finance and asset management committee where they were asked to approve the recommendation.
The report said: “A total of 26 applications for eight of the nine buildings across Fife were received. The application forms and business plans submitted were assessed using pre-determined criteria and all were scored.
“The level of interest received in the facilities has been encouraging. Of the 26 applications received, it is recommended we proceed with interest in five facilities at this stage.”
It added: “Two applications were received for the single hall offered in Kirkcaldy, the Dunnikier OAP centre in Lauder Road. The applicant recommended for acceptance is the 4th Kirkcaldy Company Boys Brigade.”
