A MAJOR development which could transform the east of Kirkcaldy is being given further consideration by councillors this week.

The proposed five-phase development, covering 135 acres at Kingslaw – north of the Boreland and to the east of Rosslyn Street – features over 1000 new homes, supermarkets and retail units, a care home, hotel, primary school, sports and leisure facilities, parks and play areas, community facilities, and new roads and transport infrastructure.

The application, submitted by Edinburgh-based Kingdom Park Ltd, was put before members of the Kirkcaldy Area Committee in June, but faced with detailed 50-page report, they decided they needed more time before making a decision.

Councillors were due to attend a briefing yesterday (Wednesday), with council planners on hand to explain various aspects and answer question about the plans.

The application will be considered tomorrow (Friday) at a special meeting of the committee.

Issues

They will look at issues such as the provision of retail, leisure and community facilities, the requirement for affordable housing, and need for improved roads and transport infrastructure in and around the site.

The impact on schools will be another major consideration.

If the plans go ahead, the developer will build a new primary school and contribute towards the cost of a bigger secondary school to replace Viewforth High.

Council planners have recommended approval of the application, but even if councillors do give the go ahead tomorrow, permission would only be granted in principle and would be subject to a legal agreement.

The whole development would take 20 years to complete, with the first phase scheduled to begin in 2015.
