Storm over Burntisland Primary “objection”

FIFE Council has been accused of failing to include flood prevention measures in its plans for the new primary school in Burntisland.
It was announced this week that the new location at Toll Park is on track for to open for the start of the 2014/15 term.
But a letter to the Council from the Scottish Environment Protection Agency (SEPA) states “There are no proposals submitted with the application as to how surface water from the development will be dealt with.”
Bob Smith from community group Best4Burntisland hit out at the Council, saying: “It has made no provision for sustainable drainage (SUDS) control in their Planning in Principle Application.
“We cannot see how SUDS can be provided without substantial additional cost.
“The budget is already £3m short, which will be made up from the education service budget, and any additional cost will come from the same source.”
Alex MacDonald, chairman of Burntisland Commmunity Council also cast doubts on the Toll park plans. He said: “I would like to know what will happen to the recreation areas if SUDS work is required to be carried out because the site is quite tight as it is.”
But Councillor George Kay (SNP, Burntisland, Kinghorn and Western Kirkcaldy) hit back at the criticisms, saying: “It is extremely distressing that at a time when the primary consideration of everyone in Burntisland should be the welfare of our children and the need for a new school to be provided as soon as possible, that we are constantly being bombarded by people whose only aim is to derail the project.”
The letter from SEPA, sent by planning officer Stephanie Balman also states: “We request that a condition is attached to the consent requiring two levels of SUDS surface water treatment to be submitted.
“If this is not attached, then please consider this representation as an objection.”
Councillor Alex Rowley, said: “A Drainage Impact Assessment has been carried out by our engineers which has established the surface water run off from the current site.
“The design proposals will comply fully with the condition requested by SEPA.”
