The two will clash in a repeat of last season's CIS Insurance Cup first round tie, with the Kirkcaldy site hosting the game this time.
Last year, East Fife looked well on their way to securing a priceless win over Raith when they took a two-goal
first-half lead, only for John McGlynn's men to rattle three in after the break.
Muir, left, grabbed East Fife's second on that day and says last year's loss still hurts.
He told the Mail: "I'm still bitter about the defeat last year and we definitely want to go further this time.
"We were all devastated to lose that game and I'm happy we've drawn Raith Rovers again.
"There's definitely a score to settle."
Muir had his finest season in the black and gold last year and was a vital part of the team which managed to avoid relegation misery.
With the new additions made to the squad by boss Stevie Crawford now settled in, the midfielder says the side should be aiming to improve vastly on last year's efforts.
"I was delighted to play every game last year and I'll be looking to do the same again," he said.
"I missed the first couple of pre-season training sessions but after coming back, it was been really good and pretty tough.
"It was disappointing to lose the experience of guys like Paul McManus and Jamie McCunnie, but the boys who have come in are doing well now.
"With the squad we have, there's no reason why we can't kick on up the league."
