Victoria Hospital to build orthopaedic centre on car park site

Proposals to redesign parking at Victoria Hospital in Kirkcaldy to make way for a £33 million orthopaedic centre have been approved.

The centre, due to open in 2022, will be built on one of the hospital’s main car parks next to the accident and emergency department.

It will accommodate services currently housed in the old tower block and increase the number of orthopaedic theatres from two to three.

NHS Fife will replace the 147 parking spaces that will be lost once construction starts with the same number of new parking bays.

A report, prepared by case officer Edward Bean on October 26, said: “NHS Fife have submitted a planning application for the erection of a new Orthopaedic Elective Centre (OEC) within the grounds of Victoria Hospital.

"This new-build facility is to be located at the current car park H to the north of the hospital, adjacent to the existing A&E drop off area. The proposals will result in the loss of 147 parking spaces (7 accessibility spaces and 140 standard spaces).

"The proposals under this current application intend to re-provide the parking provision that will removed as part of the Orthopaedic Elective Centre development. This application considers the re-provision of the existing parking allocation only.

"The proposed replacement spaces are allocated to ensure close proximity of patient and accessible parking to the proposed new facility.”

The application was approved yesterday (Thursday) subject to the condition that prior to the closure of car park H, next to the A&E drop off area, and the start of construction works on the proposed orthopaedic centre, the new and amended car parks will be completed and open for the use of patients and/or staff.

The report concluded: “The proposed development has been assessed against the terms of the Development Plan and in relation to the impact on the road network, flooding and drainage, and land stability.

"The layout and location of the proposed new car parks and amendment to existing car parks would provide a suitable replacement for those being lost. “The proposal is acceptable and in accordance with the Development Plan subject to the planning condition.”
