Further blow to university's turbine plans for Kenly

St Andrews University's plans to create a wind farm at Kenly Farm have been dealt another major blow.

Councillors this week refused an application to lay a 33v underground cable that would carry the power generated by the turbines some 15.4km from Kenly to Largo Road in St Andrews.

Members of north east Fife planning committee voted by nine votes to three to reject the proposal on the basis of its possible impact on those living along the rural route.

That was despite warnings from officials – who recommended conditional approval – the committee should not try to ‘micromanage’ the project.

The decision is the latest twist in the complicated history of the wind farm. It was first turned down by the committee in 2011 but the decision was overturned by a Scottish Government Reporter.

However, concerns were raised by the MoD over radar interference and the university applied to change a condition of the application in the hope of starting work while the issue was being sorted out.

That too was turned down and a decision is expected on the university’s appeal shortly.
