Quale Homes Ltd, based in Cupar, will demolish the existing office and Dowies Gymnasium to create the new Station Road development from scratch.
Twenty of the dwellings will be built in a three-storey stack, while the remaining four will be built in a semi-detached block off-street. A total of 36 parking spaces will be built on the site.
The developer is working with Kingdom Housing Association on the project to make the two-bed flats available for social rent.
Officers have approved the plans under delegated powers, noting that the flats will improve the look of the area. They attached 13 conditions to control the development and subsequent use of the dwellings as affordable homes.
Case officer Kerry Gibson said: "Upgrading of the existing vacant building would enhance the visual amenity of the site and be in keeping with the surrounding area."
