The 23-year-old Irishman was most recently at Northampton Town FC in EFL League 2 and Rovers manager Ian Murray secured his services on Thursday evening after the player travelled north to finalise the move.
Nolan started his football education in the Inter Milan youth system, making over 80 appearances in their U17 and U19 teams.
He then signed for Serie D side Arezzo in 2019 before a loan move to Serie D outfit Giana Erminio.
A return to Spain – where Nolan lived from the age of six – to sign for Getafe followed, before a move to Northampton in February this year.
