Mossmorran: SEPA says flaring must be exception - not routine

Flaring at Mossmorran should be the exception, Scotland’s environment regulator has said.

The comment came after a company has handed the contract to build a new enclosed ground flare at Fife Ethylene Plant - a move which should have a major impact on the flaring which has caused increasing controversy in recent years.

Zeeco Europe Ltd should have it installed in 2022.

The timeline was welcomed by SEPA - Scottish Environment Protection Agency.

Ian Buchanan, chief officer compliance and beyond, said: “We have been clear that flaring, while an important safety feature of industrial facilities, will become the ‘exception rather than routine’ and new infrastructure, including new totally enclosed ground flares, will address the issues that cause most disturbance to local people.

“We welcome ExxonMobil’s announcement that timelines for the new ground flare - which will result in less noise, light and disturbance - to be safely operational can be brought forward.

“This is in line with the emerging findings of our technical review.”
